This build is kinda meme, it's not hard to counter it, but at lower MMR games its extremely abusive, at late game it's really hard to hit you, you can move around the map in seconds and your damage is extremely high because of the Shadow Weave, and people rarely buy items to counter you at lower mmr games, at high mmr, you will probably be countered everytime.
